Key questions:

  • Currently, how great is the threat of terrorism and organized crime for (the legal protection of) individuals in the Netherlands and what predictions can be made for the future in this respect?
  • In light of organized crime and terrorism operating across borders, what improvements can be made in terms of expanding the reach of criminal law (jurisdiction) and improving cooperation among States? Should these developments take place at the international level or the European level?
  • Are amendments to substantive criminal law, either at the national, European or international level, required to improve the criminal investigation and prosecution of terrorism and organized crime?
  • To what degree are public-private partnerships, for example involving banks with a view to ending the financing of terrorism and organized crime, essential in combating terrorism and organized crime?
